A week out from a critical presidential election that could determine the survival and shape of FINA, the leadership of the troubled international swimming federation will be found in the VIP stands at the opening ceremony of the World Championships that got underway in Budapest. By July 31, it will all be done. On September 1 in Washington, the World Swimming Association will press ahead with its Constitutional Convention on the way to mounting a challenge to FINA’s status as the global governor of world swimming
