Senior figures in FINA are exploring the possibility of ruling outdoor pools out of bounds when it comes to setting World swimming records. The move is said to have been motivated by the FINA leadership’s fear of competition from a Pro Tour being planned by rivals in spectacular locations at a time when rules that threaten punishment of athletes who opt to work and earn money from their swimming outside the FINA realm have been barred under international trade competition rules
