The Omega timing device is able to measure up to a 1/1000th of a second. Why do they insist on “dead heats”?

In 1972, an Olympic decision going to 0.000 was deemed to have been a dot too far … 400IM at Munich Games… and a decision was taken to fix ‘separation at .00 in FINA rules. I think there may also be arguments about the accuracy of smaller measures in water and on pads that rely on pressure to register… no more time to explain that right now…
